It was not the problem with ghost script but with inkscape itself. If you want to open an EPS in Inkscape on Windows you need to install Ghostscript, and then you need to manually change your system path variables in Windows. Have you been searching online to see if others have had the same issue, my advice is to go trawling on the inksape users mailing list. Inkscape throws errors and cant open the eps file.
